Luckily, most people are able to tolerate hemp oil & CBD products very well, but when it comes to your skin every single ingredient matters, not just the hemp oil or CBD.
To patch test your hemp oil skin cream, apply a small amount to an area of your skin that you can leave alone, such as the inside of your arm. Just because hemp oil passed the patch test (this goes for any skin care product not just hemp oil), does not mean the best approach would be to immediately make it a daily part of your skincare routine. This may be frustrating, but your skin will still need some time to adjust to this new product, and the hemp oil will be most effective when your skin adapts to it (and all the other ingredients). Starting too heavy too soon can still bother the skin, so try using hemp oil every other day at first and eventually transition to daily use.
